PART TWO: Team Responsibilities

A. To qualify for admission, a team must be of substantial background so as to meet Society requirements.

B. All teams must pay their membership fees in full by August 31 of each year [with no grace period. No post-dated cheques]. Teams that issue cheques that are not honoured by the financial institutions for whatever reason will have their Performance Bond forfeited, fined substantially and expelled or put on Òcash onlyÓ status for the remainder of the playing season. No team that has not paid its league fees in full shall participate in league play and/or event until such time that all fees are paid.

C. Any member team or individual player is bound by the tenments of this Constitution and its Rules and Regulations.

D. Every team must pay all monies owing to the Society as per the Constitution and its Rules and Regulations.

E. Each team must, through one [1] of its representatives sign a DECLARATION of ADHERENCE to the provisions of the B.M.S.A. Constitution and its Rules and Regulations.

F. Attendance by at least one [1] member of each team is mandatory. Failure to attend is subject to a minimum fine of twenty-five dollars [$25.00].

G. Any and all decisions made at any duly called meeting of the B.M.S.A. are binding even if a team did not have a member in attendance.

H. Personal attacks or quarreling are to be refrained from during meetings.

I. Each member team must deposit a five hundred dollar [$500.00] performance bond payable to the B.M.S.A. at the Annual General Meeting.
a) The bond remains the property of the Society for the purpose of paying Society obligations, fines, or in the event of a teamÕs premature departure from league play or in the event of failure to comply with its financial obligations.
b) If, in any one season, fifty percent [$50%] or more of the total performance bond is used up by a member team, that team will be required within seven days [7] of notification by the Directors to replenish that yearly bond with an additional amount to equal the original performance bond total of five hundred dollars [$500.00] or face suspension or expulsion from the Society.
c) All performance bond balances must be replenished to their five hundred dollar [$500.00] limit prior to commencing the B.M.S.A. play-off schedule. Non-compliance will result in game forfeiture by default and its attendant penalties.
d) Any unused portion of this bond will be returned to each member team at the very end of the season. [After the play-offs and after receipt of a letter signed by the coach and/or manager requesting return of these funds].
e) Teams intent on returning to league competition the following season are required to:
- Confirm team participation for the upcoming season no later than June 30 of each year.
- Maintain a minimum five hundred dollar [$500.00] balance in their performance bond [by June 30 each year] to confirm their place on the league team roster.
- Deposits and/or residual performance bond balances are automatically forfeit if a team [that] is not returning and/or does not request return of the bond on/before June 30 of any given year.
- Returning teams will have deposits and/or residual performance bond balances credited towards their coming seasonsÕ bond.

J. Any member team [s] failing to support a league approved fund-raising activity shall be disciplined accordingly.

K. Every team must possess a presentable uniform replete with shorts, sox [matching], and shin guards plus have a clearly presentable number on the back of each jersey which corresponds with the name and number of each individual player on the B.M.S.A. game form.

L. Each team shall have access to an alternate set of individually numbered jerseys in the event of a colour clash with opponents. [Responsibility is on ÒHomeÓ team (If ÒHomeÓ team is unable to accommodate, then, ÒAwayÓ team must accommodate)].

M. Each team must pay the referee and assistant referee [where applicable] half his/their stipulated fee [$25.00] before the game starts. This fee must be cash only Ð no other form of payment is acceptable.

N. Each team will be held responsible [fined] for any incomplete B.M.S.A. forms. [Game form or otherwise]

O. Each team must ensure that all player I.D. cards are in good order, all players properly registered, and be able to present them for inspection by the game official [referee/assistant referee] ten minutes prior to game time. All suspended or ineligible players must not be allowed to play. [If Applicable]

P. All teams are allowed a maximum grace period [to the end of Òhalf-time/excluding play-offs] to comply with clauses N., O., and Part 3 E k of these Rules and Regulations. If any team violates this provision, the other team shall have the option to win the game by default.

Q. All teams will be held responsible for the actions of their spectators or known associates [ALL people on a teamÕs sideline are considered to be members of these two groups] and is required to:
- Take all precautions necessary to prevent spectators from threatening or assaulting officials and/or players before, during or at the conclusion of matches.
- Take all precautions to prevent the use of objectionable, insulting language, and offensive behaviour.

NOTE
In the event of a spectator incident involving the assault of a Game Official a performance bond will have to be posted as follows:
a) Deliberate physical contact: Performance Bond in the amount of two hundred dollars [$200.00]
- The club/team will guarantee proper conduct of the individual [s] for a period of one [1] year.
- The performance bond will be paid in full within ten days [10] of written notification [post/fax/email] of the performance bond levy. Failure to post the bond will result in suspension of all further team/club scheduled league/Cup play/any other B.M.S.A. events until this obligation is met. [Teams/clubs missing two or more scheduled league games will be expelled. Teams/clubs missing ANY play-off game or Cup game will forfeit that series/game].
- The performance bond will be paid to the Society and shall be refunded, without interest, at the end of the performance period, provided there are no further incidents.
b) Violent or attempted violent conduct, etc.: Performance Bond in the amount of five hundred dollars [$500.00].
- The club/team will guarantee proper conduct of the individual [s] for a period of one year.
- The performance bond will be paid in full within ten days [10] of written notification [post/fax/email] of the performance bond levy. Failure to post the bond will result in the suspension of all further team/Club scheduled league/Cup play/any other B.M.S.A. events until this obligation is met.

- [Teams/clubs missing two or more scheduled league games will be expelled. Teams/clubs missing ANY play-off game or Cup game will forfeit that series/game].
- The performance bond will be paid to the Society, and shall be repaid, without interest, at the end of the performance period, provided there are no further incidents.

R. All teams will be held responsible for any violations of the City of BurnabyÕs Parks Board drinking regulations they commit,

NOTE

Burnaby Sports Complex Ð West is a "DRY" facility. No alcohol consumption [except in properly licensed Beer Gardens]/drug use any day/time.

S. All teams who commit acts of violence or willful damage to any person [s] or public and/or private properties shall be held solely liable for these actions. The Society and/or its Executive will not be held liable.

T. All teams are responsible for their actions on and off the field at any B.M.S.A. event.

U. All teams will be held responsible for any violations of the unique and specialized rules that the City of Burnaby requires to protect the integrity of the artificial turf fields.

V. All teams, [including team officials], will be subject to discipline if they commit any act or make any statement either verbally or in writing, or been responsible for conduct, continuing misconduct or any other matter, which in the opinion of the Society is considered to be ungentlemanly, insulting or inappropriate behaviour likely to bring the game into disrespect.

W. All teams are subject to an "Executive" review of their on/off field performance at the end of the playing season. Negative results could/will result in a team's expulsion from the B.M.S.A.

X. All teams will pay any fine imposed upon them by the Directors either by:
- Deduction from their performance bond.
- By cheque or cash within seven days [7] of notification by the Directors
- All discipline to offending teams will be sent by email, post [but may be sent Double Registered]
- All postage will be charged to the offending teams performance bond.
- All teams will be charged a ÒProcessing FeeÓ for all discipline notices. [To be deducted from performance bond]
- ÒProtestsÓ of assessed discipline must be made within forty-eight hours [48] of the date of the notice. [Suspensions must be protested within forty-eight hours [48] of the game.

Y. Teams must have internet access to the leagues website [www.esportsdesk.com (email: This e-mail address is being protected from spambots. You need JavaScript enabled to view it. This e-mail address is being protected from spambots. You need JavaScript enabled to view it. )] and will:
- Be held responsible for all information displayed on the website.
- Required to provide the league with email addresses of a minimum of two [2] of its players.

Z. Teams will be required to book all City of Burnaby facilities through the league. Such booking requests must be in writing with a clear date and legible signature.
